The Joint Working Group of the Indian Space Research Organisation (ISRO) and the French Space Agency Centre National d’Etudes Spatiales (CNES) met at Goa during July 5-6, 2008 to review the progress of on-going collaborative programmes under the chairmanship of Dr G Madhavan Nair, Chairman, ISRO and Dr Yannick d`Escatha, President, CNES.
The status of Megha Topiques, an Indo-French collaborative satellite project scheduled for launch during 2009 for tropical weather monitoring was presented during the meeting. Megha Tropiques carries four payloads – a Microwave Radiometer, a humidity sounder, a radiation measuring instrument and a Radio occultation sounder for atmospheric studies. During the meeting, an Agreement between ISRO and CNES on the Data Policy for distribution of data received from Megha Tropiques was also signed.

The Indian Air Force would be participating in a multinational Air Exercise, ‘Ex - Red Flag 08’ at the invitation of United States Air Force (USAF), scheduled to be held at Nellis Air Force Base in the US from 09-23 Aug 08.
The IAF would be participating in the exercise with eight SU-30 MK-I aircraft, two IL-78 air to air refuellers and one IL-76 transport aircraft. The contingent would comprise 156 personnel below officers rank and 91 officers (inclusive of 10 members of ‘Garud’ IAF Special Force team). The contingent is being led by Gp Capt D Chaudhury and Exercise Coordinator would be Gp Capt Ajay Rathore.

An Offshore Patrol Vessel (OPV), indigenously designed in house and built by Goa Shipyard Limited was ceremoniously launched on 4th July 2008 by Smt Bharti Kumar, wife of Hon’ble Secretary (Defence Production) Govt. of India at the Shipyard.
This is the first of the new series of Three OPVs being built at Goa Shipyard for Indian Coast Guard. The 93.89 meters vessel is well equipped with State-of- the-art Navigation and Communication equipment automated by an Integrated Bridge System (IBS), thus making the ship a versatile platform.

Union Minister of Commerce & Industry, during the bilateral interaction with Mr. Mustafa Jassim Al-Shamali, Minister of Finance of Kuwait who called on him here today has welcomed investments from Kuwait in sectoral developments in infrastructure, power and petroleum & petrochemicals and stated that India seeks Kuwaiti participation in revival of Indian fertilizer industry besides seeking investments in the fertilizer sector in Kuwait and in third countries.
While highlighting the impressive economic growth in India, Union Minister of Commerce & Industry informed the Kuwaiti Minister to utilize this opportunity to witness some of the significant steps taken by Government of India towards its economic progress. Both sides noted that non-oil trade between two sides has enhanced considerably i.e., US $ 958.41 million in 2007-08 and hoped to multiply this in the coming years. Both sides discussed about the potential items of import and exports viz., IT, leather goods, precision instruments, drugs & pharmaceuticals, steel & steel products, tourism etc.

In a path breaking development, India and Brazil have entered into a deal to jointly develop an Early Warning System for the Indian Air Force. The agreement was signed here today by Dr. S Christopher, Director, Centre for Airborne Systems (CABS), DRDO, and Mr. Luis Carlos Aguiar, Executive Vice President (Defence and Govt. Market), M/s Embraer in the presence of Mr. Marco Brandao, Brazilian Ambassador and Shri M Natarajan, Scientific Advisor to Defence Minister.
The Airborne Early Warning and Control (AEW&C) System is being developed by the Bangalore based CABS for the Indian Air Force. Under the deal, Brazil’s Embraer aircraft manufacturer will modify its regional jet aircraft, EMB-145 to carry the Active Array Antenna Unit (AAAU), developed by the DRDO, on the aircraft’s fuselage. Three modified EMB-145 aircraft will be developed under this agreement; the first one to be delivered in three years.

The Accelerated User Cum Reliability Test (AUCRT) of Indian Army’s preparedness with Arjun tank is already over. On the tank’s part, the DRDO ensured the text book performance. The Arjun Tank performed in the searing heat of Rajasthan sands. The transmission gear which created a temporary hitch the winter trials, performed smoothly.
The trials are for checking the Indian Army’s preparation for inducting Arjun Tank and not judging the tank itself. However, the Indian Army projects that it’s more of Arjun Tank evaluation and not about Army’s preparedness.

The Raksha Rajya Mantri (RRM- Minister of State for Defence) MM Pallam Raju commenced an Official visit to the Southern Naval Command, Kochi on 01 Jul 08. The Minister was received at the Headquarters Southern Naval Command by VAdm Sunil K Damle, Flag Officer Commanding in Chief. MoS for Defence thereafter reviewed the activities of the Southern Naval Command where he was also briefed on the progress of the Naval Academy Project at Ezhimala. On completion of the briefing, the Minister visited various training establishments of the Southern Naval Command.

Samtel Display Systems manufacturer of avionic equipments and systems, today announced that the indigenous Multi Functional Displays (MFD), jointly developed with Defence Avionics Research Establishment (DARE) (DRDO) and manufactured by them have got clearance for flight testing from RCMA (Regional Centre for Military Airworthiness), and was subsequently followed by flight trials.

There are no reports of any damage and loss of life in the earthquake, which hit the Andaman and Nicobar (A&N) Islands at 1710 hrs. today. However, Dy. Commissioners in A&N Islands have been asked to closely watch the situation until tomorrow evening. No tsunami is likely due to earthquake. The Secretary (Border Management) in the Ministry of Home Affairs, spoke to the Lt. Governor of the Andaman and Nicobar Islands about the situation.
A earthquake of 6.7 magnitude had its epicenter 113 km west of Port Blair.

The Third Indian Youth delegation led by Shri S.K.Arora, Secretary (Youth Affairs) will visit arch rival China from 29th June to 8th July, 2008 under Indo- China Youth Exchange Programme. During their stay in China, the 100 members delegation will visit Beijing -Guiyang – Fuzhou and Shanghai.
This year delegation comprises of youth representatives from nearly all the States and Union Territories of the country. It also includes a rich cultural troupe and Bhangra folk artists of Punjab who will bring joy and vibrancy not only amongst the youth delegates but also in the hearts of our Chinese host. The Youth delegation returns to the country on 10th July, 2008.

Field Marshal Manekshaw had been in the hospital for some time due to a progressive lung disease. He had developed Acute Bronchopneumonia with associated complications and his condition had been serious for the past four days. He was being treated in the intensive care unit of the Hospital. In a rare gesture the Government today decided to accord a State Funeral to Field Marshal SHFJ Manekshaw, who passed away late last night. The Minister of State for Defence Shri MM Pallam Raju will represent the Government at the funeral.
