Union Minister of Commerce & Industry, during the bilateral interaction with Mr. Mustafa Jassim Al-Shamali, Minister of Finance of Kuwait who called on him here today has welcomed investments from Kuwait in sectoral developments in infrastructure, power and petroleum & petrochemicals and stated that India seeks Kuwaiti participation in revival of Indian fertilizer industry besides seeking investments in the fertilizer sector in Kuwait and in third countries.
While highlighting the impressive economic growth in India, Union Minister of Commerce & Industry informed the Kuwaiti Minister to utilize this opportunity to witness some of the significant steps taken by Government of India towards its economic progress. Both sides noted that non-oil trade between two sides has enhanced considerably i.e., US $ 958.41 million in 2007-08 and hoped to multiply this in the coming years. Both sides discussed about the potential items of import and exports viz., IT, leather goods, precision instruments, drugs & pharmaceuticals, steel & steel products, tourism etc.

The Third Indian Youth delegation led by Shri S.K.Arora, Secretary (Youth Affairs) will visit arch rival China from 29th June to 8th July, 2008 under Indo- China Youth Exchange Programme. During their stay in China, the 100 members delegation will visit Beijing -Guiyang – Fuzhou and Shanghai.
This year delegation comprises of youth representatives from nearly all the States and Union Territories of the country. It also includes a rich cultural troupe and Bhangra folk artists of Punjab who will bring joy and vibrancy not only amongst the youth delegates but also in the hearts of our Chinese host. The Youth delegation returns to the country on 10th July, 2008.

India and Myanmar today signed four economic cooperation agreements demonstrating the expanding partnership between the two countries. The agreements were signed in the Myanmarese capital in the presence of the Union Minister of State for Commerce and Power and the Myanmar Minister for National Planning and Economic Development, Mr. U Soe Tha. He also called on the Myanmar Minister for Commerce Brig. General Tin Naing Thein and the Minister for Electric Power, U Zaw Min.
The first agreement is the Bilateral Investment Promotion Agreement (BIPA) between the two governments designed to facilitate greater Indian investment in Myanmar and vice versa. The Agreement, the 71st of its kind that India has entered into, provides a framework for the resolution of disputes, for promotion and protection of investment, for extending national treatment and most-favoured-nation treatment, for repatriation of investment and returns and for entry and sojourn of technical and managerial personnel.

Federal Bureau of Investigation (FBI) trainers began a week-long program from 16 June to share U.S. expertise in bomb blast investigation with Indian law enforcement authorities. The program will provide world class crime scene training to Indian law enforcement officials based on post-blast techniques developed by investigators in the U.S. and around the world.
Through in-depth case studies, Indian law enforcement officers will learn about the composition and effects of various types of explosives; the proper procedure for processing a post-blast crime scene and collection and preservation of crime scene evidence. The course will culminate in a practical exercise, simulating a terrorist bombing attack.

India has decided to contribute US $ 200,000 towards repairs and renovation work at the holiest of Buddhist shrines in Myanmar – the Shwedagon Pagoda complex in Yangon.
During the visit of Minister of State for Commerce & Power to Yangon in May 24-25, 2008, he visited the Shwedagon Pagoda and witnessed the damage to some of the structures in the complex by the devastating cyclone in Myanmar earlier in May.

Government of India signed a Double Taxation Avoidance Agreement (DTAA) with the Government of the Grand Duchy of Luxembourg for the avoidance of double taxation and for the prevention of fiscal evasion with respect to taxes on Income and on capital, here today. This Agreement shall enter into force on a date to be notified in due course. The Agreement also aims at promoting economic cooperation between the two countries. It was signed by Shri R.S. Mathoda, Chairman, Central Board of Direct Taxes on behalf of the Government of India and Mr. Marc Courte, Ambassador extraordinary and plenipotentiary on behalf of the Government of Grand Duchy of Luxembourg.
The DTAA between India and Luxembourg will cover in the case of India, the Income-tax and the wealth tax including any surcharge thereon. In the case of Luxembourg it would cover the income tax on individuals, the corporation tax, capital tax and the communal trade tax.

The Indian Air Force is presently carrying out the largest ever across the border disaster relief mission to Myanmar and China having conveyed over 277 tonnes of relief material in the aftermath of cyclone and severe earthquake respectively. Another IL-76 of IAF ferried 28 tones to Chengdu in China today.
cyclone Nargis struck south-east coast of Myanmar on 03 May 08 and caused wide spread damage to life and property. Also a severe earthquake measuring over 7.8 on Richter scale had struck the Sichuan province of China causing severe disaster. The Indian Air Force was called upon to carry relief supplies to these disaster affected areas.

The two day meeting of the Indo-German Annual Consultation on Development cooperation began, today. The meeting will review the ongoing programmes and discuss new projects for funding under the Indo-German Development Cooperation Programme.
The umbrella agreements for financial cooperation and technical cooperation for projects committed in 2007 was signed today by Joint Secretary, Ministry of Finance from Indian side and Mr. Wolfgang Kanera, Head of the South Asia Division, Federal Ministry for Economic Cooperation and Development from the German side. The agreements entail German development assistance amounting to Euro 302.79 million (Rs.1998 crores approx).

The establishment of the Permanent Secretariat of the ‘Asia-Pacific Ministerial Conference on Housing and Urban Development’ at New Delhi was endorsed by the Housing and Urban Development Ministers of the countries in the Asia-Pacific region at the Second Asia-Pacific Ministers’ Conference on Housing and Urban Development held at Tehran during May 12-14, 2008, wherein the conference was represented by 37 countries. This was informed by Shri Sunil Kumar Singh, Chief Coordinator of the Bureau of APMCHUD and Joint Secretary (Housing), Government of India.

Indian Minister of Panchayati Raj, arrived in Kabul, May 17, 2008 at the start of a 3-day visit. The visit is at the invitation of Minister for Rural Rehabilitation & Development of Afghanistan, Mr. Mohammad Ehsan Zia.
In his opening meeting with the Afghan Minister, the Indian minister discussed local governance matters and how the Indian experiences of the Panchayati Raj decentralization could have synergies with the proposed sub-national governance structures and processes in Afghanistan.

Ministry of external affairs issued a statement “Keeping in view India’s close and good neighbourly ties with China, the Government of India has decided to offer assistance of US $ 5 million to China for its relief activities for the victims of the earthquake.” Then MEA determined its use “This amount would be utilized for relief material including blankets, tents, sleeping bags, medicines.”
The condition will ensure that China does not use India’s own money for destabilising India by forwarding it to anti-India causes.
