On 16 May 2008, the WTO inducted Ukraine as its newest member. Ukraine had started its accession negotiations in 1993. “I am very pleased to welcome Ukraine as a new member. It is a significant step for the WTO as this new membership will strengthen the multilateral trading system. We will continue facilitating fuller integration into the world economy of other countries” said Director General Pascal Lamy.
The terms of membership, which include the Working Party Report for Ukraine’s Accession, the Protocol of Accession, and the Schedules of Ukraine’s commitments on Market Access for Goods and Services, were adopted by the WTO at the General Council in February 2008.

Dmitry Medvedev assumed the post of Russian President after the ceremony for swearing in the Grand Kremlin Palace. The Russian Federation’s presidential elections were held on March 2, 2008. 74 746 649 voters participated in the elections. Dmitry Medvedev received 52 530 712 votes, a figure that represents 70.28 per cent or more than half of the votes cast.
During the speech the new Russian president said “Over these last eight years we have laid a solid foundation for long-term construction, for free and stable development in the decades to come. We must make full use of this unique opportunity to turn Russia into one of the world’s best countries; best in providing its people with comfort, confidence and security in their lives. This is our strategy and this is the goal that will guide us in the years ahead.”

While Indian left parties choke India of its nuclear rights, Russia the former communist giant which abandoned communism for more practical reasons today signed the 123 Agreement for Peaceful Nuclear Cooperation with the US.
U.S. Ambassador to Russia, William Burns, and the Director of the State Corporation for Atomic Energy (Rosatom), Sergey Kiriyenko, signed the bilateral Agreement between the Government of the United States of America and the Government of the Russian Federation for Cooperation in the Field of Peaceful Uses of Nuclear Energy (also known as a 123 Agreement) that was negotiated last year.

Russian President Putin conveyed to Japanese Prime Minister Yasuo Fukuda that Russia supports bilateral diplomacy towards a post-war treaty of peace with Japan. He said bridging differences between the sides has borne fruit, including a fivefold growth in trade since 2003 and greater Japanese investment in Russia.
Mr Fukuda sought Russian help in hosting the next summit of the G-8 on Hokkaido in July.
