Kolkata airport development plans get PIB clearance
The development plans of Netaji Subhash Chandra Bose International (NSCBI) Airport, Kolkata today got an unconditional Pre-Investment Board (PIB) clearance. It will now go for the approval of the Government (CCEA approval) and work is expected to begin in two-months time.
In April, 2007, the Government decided that the Kolkata airport would be developed to international standards by the Airports Authority of India (AAI). In August 2007, the AAI submitted the proposal for PIB approval. In October 2007, an Inter-Ministerial Group (IMG) cleared the proposal and in December 2007, Planning Commission accorded in principle approval for the development of NSCBI airport, Kolkata. The Ministry for Environment gave approval to the project in March, 2008. Meanwhile, AAI has prepared detailed estimate and tendered documents. The date for opening of tenders for PMC is May 30, 2008 and the date for opening of tender for construction is June 16, 2008.
To provide world-class infrastructure at the Kolkata airport, AAI conducted Global Architectural Design Competition for the design of terminals. To derive operational synergy and optimum utilization of available resources, it was decided to develop an integrated terminal building. Accordingly, a master plan has been developed. IMG approved the developmental plan.
The Existing International Terminal has a capacity of 0.882 million passengers and Existing Domestic Terminal has a capacity of 4.06 million passengers. The new Integrated Passenger Terminal will add a capacity of 20 million passengers. The construction is expected to be completed in 30 months time and the process of development is expected to be over in 2011. The total cost of the project is envisaged to be Rs.1942.5 crores of which approximately Rs.1600 crores will be required for the construction of the new integrated building.
The agencies that have been short-listed by the AAI for the construction of the Kolkata airport include: M/s. Herve Pomerlau International – CCCLJV – Canada, M/s. ITD ITD CEM Consortium – Thailand, M/s. Laing O Rourke – M/s. Simple Infrastructure – U.K., M/s. TAV Tepe Akfen Yatirim Insaate ve Isletme AS – Punj Lloyd Limited Consortium – Turkey, M/s. CSCHK – Soma Consortium – Hongkong, M/s. Larsen & Toubro Ltd. – India.
This integrated terminal building is expected to be saturated by 2015-16. The AAI will use a Modular approach for development. Anticipated traffic by 2015-16 is 25.72 million. The Existing terminal capacity (domestic + international) is 4.94 million. Terminal capacity of 180,000 sq. m is required to cater to 20 million passengers. The first phase of the integrated terminal building which will cater to 24.06 million passengers (existing domestic terminal of 4.06 M capacity + new integrated terminal of 20 M capacity) will saturate in 2015-16. Phase-II of the development will include integrated terminal + existing domestic + international as new domestic will have a capacity of 39.32 million. Phase-III of the development will increase the capacity of the airport to 56.13 million.
The New Bangalore Terminal was planned for 9 million passengers. However, on the day of commissioning, the traffic was 11 million passengers.
