Ukraine has “biological research facilities,” said Under Secretary of State for Political Affairs Victoria Nuland, replying to U.S. Senator for Florida, Marco Rubio, who had asked if Ukraine has biological or chemical weapons. Nuland added that she’s worried Russia may get them. But she said she is 100% sure if there’s a biological attack, it’s Russia.

The Russian armed forces say that they have uncovered the facts of a military biological program funded by the Pentagon in Ukraine. Official representative of the Russian Defense Ministry, Major General Igor Konashenkov, said that the Ministry of Defense has already published an ‘instruction from the Ministry of Health of Ukraine and acts of destruction of pathogens in the Poltava and Kharkiv biological laboratories’. 

“In the course of a special military operation, the facts of an emergency cleansing by the Kyiv regime of traces of a military biological program being implemented in Ukraine, funded by the U.S. Department of Defense, were uncovered,” Konashenkov said.

He said that secret documentation was received from employees of Ukrainian biological laboratories on the emergency destruction of hazardous pathogens on February 24. The pathogens list included plague, anthrax, tularemia, cholera and other deadly diseases. 

The documents are being studied by specialists from the troops of radiation, chemical and biological protection of the R.F. Armed Forces, he added. 

According to a representative of the Ministry of Defense, with the start of a special military operation, the Pentagon had concerns about disclosing “conducting secret biological experiments on the territory of Ukraine.”

“The documents received confirm that in the Ukrainian bio laboratories, in close proximity to the territory of Russia, the development of biological weapons components was carried out. In order to prevent the discovery of the facts of violation by the United States and Ukraine of Article 1 of the U.N. Convention on the Prohibition of Bacteriological (Biological) and Toxin Weapons, the Ukrainian Ministry of Health sent an instruction to all biological laboratories to urgently eliminate stored stocks of dangerous pathogens,” Konashenkov added.

According to him, soon, the Ministry of Defense will present the results of the analysis of the received documents. 

Nikolai Patrushev, Secretary of the Russian Security Council, did not rule out the development of biological weapons by the United States near the borders of Russia and China.

The United States has something to hide on the territory of Ukraine, so now the Americans are “fussing,” said Igor Nikulin, a former member of the U.N. Commission on Biological Weapons, alluding to the violation of the Bioweapons Convention by the States.

Speaking to T.V. channel 360, the specialist said the American “partners” could transfer bioweapon tests to Ukrainian territory.

The U.S. has not ratified The Biological Weapons Convention

“The United States has not ratified (the Convention on Biological and Toxin Weapons) for 50 years and simply transferred all its tests to the territory of third countries, and apparently they have something to hide since they are so fussy,” Nikolai Patrushev said.

The 1972 Biological Weapons Convention, or Biological and Toxin Weapons Convention (BWTC), bans biological and toxin weapons. It prohibits their development, production, acquisition, transfer, stockpiling and use.

A former member of the Federation Council of the Russian Federation, Franz Klintsevich, had previously accused the U.S. of hosting its biological laboratories in Ukraine. He said that Russia put an end to this practice. He recalled that the Russian Federation and Ukraine border has always been very open. It made it possible to transfer dangerous biological weapons to Russian territory. The Kremlin recognised the problem and took action. Now the U.S. has lost those labs, he said.

Removing the references

Since the beginning of the special operation being conducted by Russia on the territory of Ukraine, the U.S. authorities have decided to play it safe by removing active links and several documents related to biological laboratories located in Nezalezhnaya (a Russian derisive slang reference to Ukraine) from the official website of their embassy in Kyiv, reports the Russian media.

– The priorities of the Ukraine Biothreat Reduction Program are to consolidate efforts to study pathogens and toxins of safety concern and to continue to ensure that Ukraine can detect and report outbreaks of dangerous pathogens before they create a safety hazard or stability, says a section on the website of the American Embassy in Ukraine.

Raising Suspicions

Russian experts are sure that the U.S. laboratories on Ukrainian territory were developing biological weapons.

Russian reports say that access to developments and the laboratory buildings was strictly prohibited to everyone, including representatives of the Ukrainian authorities.

Ukraine had already recognised the existence of research institutions of this type under the auspices of the Pentagon two years ago. The unofficial information on American military biological laboratories on Ukrainian soil appeared much earlier.

Petition against U.S. biological labs in Ukraine

A petition (November 11, 2021, №22 / 126550-ep) signed by Communist parties in 15 countries, states, “the leader of the Socialist Party of Latvia Vladimir Frolov noted that as a result of the collapse of the Soviet Union and the Warsaw Pact, Washington has advanced to the East not only NATO but also its military biological laboratories.”

They also quoted Francis Boyle, a professor at the University of Illinois at Champaign, who said that more than 13,000 scientists in 400 laboratories in the United States and abroad are working on new vaccine-resistant strains of offensive killer germs.

They claim, “In addition to Ukraine, such laboratories are located in Azerbaijan, Armenia, Georgia, Kazakhstan and Uzbekistan. It is possible that similar studies are being conducted by Americans in modern Moldova.”

They also claim that the U.S. has established bio laboratories in 25 including the Middle East, Africa, Southeast Asia, and the breakaway republics of the former Soviet Union. Ukraine alone hosts a dozen of them in Odesa, Vinnytsia, Uzhgorod, Lviv (three), Kharkiv, Kyiv (also three), Kherson, Ternopil.”
