Rosemont Seneca investment fund, an investment fund led by Hunter Biden, the son of current U.S.President Joe Biden, is involved in financing bio laboratories in Ukraine, said Igor Kirillov, the Chief of the Radiation, Chemical and Biological Protection Troops of the Armed Forces of the Russian Federation, on March 24 at a briefing.

“The incoming materials allow us to trace the scheme of interaction between U.S. government agencies and Ukrainian biological objects [labs Ed.]. Attention is drawn to the involvement in the financing of these activities of structures close to the current U.S. leadership, in particular, the Rosemont Seneca investment fund, which is managed by Hunter Biden,” said Kirillov.

He said that the fund also has a close connection with the main contractors of the U.S. military department, including Metabiota. According to Kirillov, along with Black and Veach, the company is the main supplier of equipment for Pentagon Biolabs around the world.

Kirillov released original documents confirming that 30 Ukrainian laboratories reported in the defense department on March 7 were involved in military biological activities in Ukraine. The document was signed by Deputy State Secretary of the Cabinet of Ministers Viktor Polishchuk. Kirillov said that the legal basis for its signing was the “Agreement on cooperation to prevent the spread of technologies, pathogens and information that can be used to develop biological weapons.”

As per the documents, the United States, its personnel and contractors were exempted from paying taxes and other fees on the territory of Ukraine.

Kirillov said that the financing of military biological activities allowed the United States and its allies to export from Ukraine at least 16,000 biological samples.

“Such a large-scale screening of the natural immunity of the population was probably carried out in order to select biological agents that are most dangerous for the population of a certain region. An analysis of the documentation shows that not only samples of tissues and human blood serum were exported abroad, but also dangerous pathogens, as well as their carriers,” he said.

Thus, more than 10,000 samples were sent to the Lugar Center in Georgia. Recipients also include reference laboratories in the U.K. and the Löffler Institute in Germany.

“All this creates risks for the transfer of sensitive genetic information abroad, as well as threats to biological safety not only for Ukraine but also for those regions where the samples were transferred. One of the priorities of American customers is the anthrax agent, which is characterised by high damaging ability and resistance in the environment,” Kirillov said.

Kirillov said that the situation with the distribution of pathogenic biomaterials from Ukraine to European countries “could lead to the death of people and the creation of a hotbed of epidemiological instability, the scale of which would be comparable to the COVID-19 pandemic.”

“I would like to draw your attention to the fact that the number of biological laboratories in the United States is incomparable with other countries. According to the Chinese Foreign Ministry, they control 336 laboratories in 30 states outside national jurisdiction. We believe that in the context of the incoming information, it is necessary to seek clarification from Washington regarding the true goals of the activities of American biological laboratories in the framework of the international investigation,” Kirillov said.

On the same day earlier, experts from the Russian Armed Forces found new evidence of U.S. involvement in developing biological weapons components in Ukraine. In addition, the Ministry of Defense of the Russian Federation announced that it would soon present original documents proving that the biological project “U-Pi-2” was developed and approved by the Pentagon.

On March 17, the Russian Defense Ministry released documents dated March 6, 2015, confirming the participation of the Pentagon in financing military biological projects in Ukraine.

On March 11, the State Duma announced an appeal to the U.N. with a demand to investigate the activities of biological laboratories in Ukraine. Before this, the chairman of the Investigative Committee of the Russian Federation, Alexander Bastrykin, instructed to open a criminal case on the development of biological weapons on the territory of Ukraine.

On March 8, the U.S. Under Secretary of State for Political Affairs, Victoria Nuland acknowledged that there are biological laboratories in Ukraine where research is being carried out

As per Nuland, Washington is trying to prevent the transfer of facilities under the control of the Russian army. However, the next day, the Pentagon reported that the information about the use of bio laboratories by the United States on the territory of Ukraine for the development of biological weapons is not accurate.
