The Indian Navy hosted the Annual Joint HADR Exercise 2023 (AJHE-23) ‘CHAKRAVAT’ in Goa from October 09 to 11, 2023. The exercise culminated in a Multi-Agency Capability Demonstration at Mole Berth, located within the Port of Mormugao, which served to exhibit rescue and relief manoeuvres. Teams from the NDRF, Indian Navy, Indian Air Force, Indian Coast Guard, and State Fire Services, Goa attended the demonstration.
At AJHE-23, numerous national agencies were in attendance, including the National Disaster Management Authority (NDMA), the National Disaster Response Force (NDRF), the National Institute for Disaster Management (NIDM), the Indian Army, the Navy, Air Force, Coast Guard, Indian Meteorological Department (IMD), National Remote Sensing Agencies (NRSA), State Disaster Management Agency (SDMA), State Fire Services, Goa, and the District Disaster Management Agency (DDMA) of North and Southern India. In addition, eight sympathetic foreign nations were represented in attendance: Comoros, Madagascar, Maldives, Mauritius, Mozambique, Seychelles, Sri Lanka, and Tanzania.
Seminar October 09, 23 marked the beginning of AJHE-23, devoted to synergy in response to climate change and related disaster adaptation and mitigation.
Table-Top Ex, the culminating event of AJHE-23, was held at INS Hansa on October 10. Representatives from all participating agencies and delegates from eight friendly foreign countries were in attendance. The Executive discussed a hypothetical situation in which a cyclone was to strike Goa, leading to extensive infrastructure devastation and flooding up to 100 kilometres inland from the coast and assisting organisations deliberated and presented collaborative strategies for delivering humanitarian aid.
FICCI, in collaboration with the Indian Navy, also coordinated an Industrial Display on October 10 to exhibit HADR equipment prepared for export and produced by both public and private sectors.
During the three days of the exercise, the participants engaged in dialogues that fostered a deeper comprehension of the capacities of each organisation and facilitated enhanced coordination among diverse agencies in the event of a HADR scenario.
The crests and emblems of all participating agencies and the flags of all nations were incorporated into the AJHE-23 logo to represent that HADR will depend on all agencies’ coordinated and integrated efforts.
