On May 10, 2024, the Defense Security Cooperation Agency (DSCA), which is an agency of the United States Department of Defense, informed the United States Congress of the planned urgent delivery to Ukraine of three additional M142 HIMARS (High Mobility Artillery Rocket System) combat vehicles from the inventory of the United States Army. This delivery was to be part of the American Foreign Military Sales (FMS) program. The United States Department of State has authorized a sale. The anticipated delivery is estimated to cost thirty million dollars, and the German government will be responsible for providing the complete financing for it.

On May 9, German Defense Minister Boris Pistorius announced the planned transfer of three HIMARS assault vehicles to Ukraine. This delivery results from successful discussions with US Defense Secretary Lloyd Austin at the Pentagon. The German Defense Minister indicated that Germany will purchase three HIMARS combat vehicles from the US Army’s arsenal at its own expense and transfer them to Ukraine. The deal to send three HIMARS to Ukraine was made earlier because of delays in the US Congress’ approval of military assistance financing for Ukraine. In the end, the approval for the military assistance was announced on April 24.
