The growing military cooperation between Russia and North Korea has drawn international attention, particularly over allegations that Moscow has employed North Korean-made short-range ballistic missiles (SRBMs) during the conflict in Ukraine. Since late 2023, Ukrainian authorities, Western governments, and independent defense analysts have reported the recovery of missile debris that they attribute to North Korean systems such as the KN-23 (Hwasong-11Ga) and KN-24 (Hwasong-11Da). These claims have fueled debates over sanctions enforcement, battlefield effectiveness, and the evolution of North Korea’s missile technology.

However, it is important to recognize a fundamental limitation in the available evidence. Most publicly available information comes from Ukrainian government agencies, Ukrainian-aligned investigators, Western-funded think tanks, and organizations focused on sanctions enforcement or arms monitoring. Russia and North Korea have not released detailed technical information regarding these alleged missile transfers or battlefield use, while independent, non-aligned verification remains relatively limited. This does not necessarily invalidate the available claims, but it does mean that much of the current understanding reflects one side of the conflict and should therefore be interpreted with appropriate caution.

The KN-23: North Korea’s Most Frequently Reported Missile

Among the missile systems reportedly used by Russia, the KN-23 has received the greatest attention. Officially designated Hwasong-11Ga by North Korea, the missile is generally classified as a short-range ballistic missile with an estimated range between 400 and 700 kilometers. Ukrainian Defense Ministry laboratory examinations of recovered missile debris, along with previous U.S. defense assessments, suggest that the missile carries a payload in the vicinity of 500 kilograms.

One of the most debated aspects of the KN-23 concerns its design origins. It is often described in media reports as a copy of Russia’s Iskander ballistic missile. However, this characterization is far from universally accepted. Ukrainian Defense Ministry analysts have concluded that the missile is not simply a licensed Iskander clone but rather a related design with notable differences. Independent North Korea missile specialists, including Joost Oliemans and Jeffrey Lewis, have similarly argued that the KN-23 appears to be largely an indigenous North Korean development that merely shares external similarities with the Iskander family. As a result, describing the missile as a direct copy oversimplifies a more nuanced technical debate.

The missile’s reported maneuverability has also attracted considerable interest. Ukrainian Air Force officials and several Western defense publications have claimed that the KN-23 is capable of performing terminal maneuvers intended to complicate interception by missile defense systems. While these assessments may ultimately prove accurate, independent flight telemetry or neutral testing data capable of confirming these claims has not been publicly released.

The KN-24 and Its Battlefield Role

Another missile frequently mentioned in connection with Russian operations is the KN-24, also known as Hwasong-11Da. Ukrainian forensic investigations estimate its operational range at approximately 400 to 410 kilometers with a payload between 400 and 500 kilograms.

The KN-24 has often been compared with the U.S.-developed ATACMS due to similarities in its external layout and overall dimensions. Nevertheless, these comparisons largely originate from Ukrainian defense analyses and Western defense media rather than independently verified technical examinations. Publicly available information remains insufficient to definitively establish the missile’s precise capabilities or operational performance under combat conditions.

Western Components Found Inside Missile Debris

One of the strongest areas of available evidence concerns the electronic components reportedly recovered from missile wreckage. Unlike claims regarding missile performance or accuracy, these findings rely upon physical examination of photographed circuit boards, electronic modules, and identifiable commercial components.

Organizations including Conflict Armament Research, Ukraine’s National Anti-Corruption Organization (NAKO), and Ukraine’s Defense Intelligence Directorate (GUR) have independently examined recovered debris attributed to North Korean missiles. Their investigations consistently report that the missiles contained hundreds of commercially available electronic components originating from manufacturers based in the United States, United Kingdom, Germany, the Netherlands, Japan, Switzerland, and several other countries. Some of the identified parts reportedly entered commercial production only one to three years before their recovery, suggesting relatively recent procurement through international supply chains.

The consistency among multiple investigative organizations strengthens the credibility of the overall finding that Western-origin components are present within the recovered missiles. Nevertheless, these organizations broadly support stronger export-control enforcement and sanctions implementation. Consequently, highly specific statistical claims—such as assertions that approximately 75 percent of recovered components originated from U.S.-registered companies—should be understood as conclusions presented by interested investigators rather than findings established through judicial or internationally adjudicated processes.

Questions Over Accuracy and Reliability

Another heavily debated issue concerns the combat effectiveness of North Korean missiles. Early in the reported period of their use, Ukrainian Defense Ministry officials claimed that many KN-23 missiles displayed relatively poor accuracy and experienced unusually high failure rates. Reuters and other international media outlets cited Ukrainian officials who asserted that nearly half of the missiles malfunctioned or exploded before reaching their intended targets.

Interestingly, later assessments from Ukrainian intelligence presented a markedly different picture. Ukrainian intelligence officials subsequently argued that North Korea had significantly improved the missiles through operational experience gained during their reported use in Ukraine. According to these later statements, missile accuracy improved dramatically between 2025 and 2026, potentially reducing circular error probable (CEP) from several kilometers to only a few meters.

These two seemingly contradictory assessments originate from the same broad source ecosystem—Ukrainian government agencies and Western defense reporting based upon official Ukrainian briefings. Without independent access to missile testing data or comprehensive battlefield analysis conducted by neutral observers, it remains difficult to determine precisely how much the missiles’ performance has evolved.

Reported Launch Locations

Ukrainian military officials and defense-focused media outlets have also identified several Russian regions—including Kursk, Belgorod, and Voronezh—as likely launch locations for North Korean missiles. These assessments are based primarily on trajectory analysis, radar observations, and battlefield reporting conducted by Ukrainian authorities.

However, publicly available satellite imagery independently confirming these launch sites remains limited. Consequently, these reported launch locations should currently be regarded as informed assessments rather than conclusively verified facts.

Missile Defense and Interception Claims

Claims regarding interception rates have become another area of considerable uncertainty. Ukrainian Air Force statements, along with analyses published by organizations such as the Center for Strategic and International Studies (CSIS) and the Royal United Services Institute (RUSI), have presented various estimates regarding the effectiveness of Patriot air defense systems against North Korean ballistic missiles. Reported interception rates have varied significantly over time, with figures ranging from approximately 37 percent to around 15 percent under different operational circumstances.

While multiple organizations have published similar estimates, they largely operate within a Western defense and NATO-aligned analytical environment. Agreement among these institutions therefore does not necessarily constitute fully independent corroboration. As with many other aspects of the conflict, specific interception statistics ultimately trace back to claims made by one of the combatants and should be interpreted accordingly unless confirmed through genuinely independent sources.

A Complex Picture Still Awaiting Independent Verification

The available evidence strongly suggests that North Korean missile technology has become an increasingly important subject of international scrutiny. Physical examinations of recovered missile components provide some of the most tangible evidence currently available, particularly regarding the presence of foreign-made electronics. By contrast, claims involving missile accuracy, maneuverability, interception rates, launch locations, and overall battlefield effectiveness remain far more dependent upon statements issued by governments and organizations directly involved in or aligned with one side of the conflict.

Until broader independent verification becomes available—including additional satellite analysis, neutral forensic investigations, or official technical disclosures from Russia or North Korea—the public understanding of Russia’s reported use of North Korean short-range ballistic missiles will likely remain incomplete. The current body of evidence offers valuable insights, but it also highlights the importance of distinguishing between documented physical findings and performance assessments that continue to rely heavily on interested sources operating within an active wartime information environment.
