Russia’s long-running efforts to modernize the legendary Antonov An-2 has entered a new chapter with renewed momentum behind the An-2MS-X project. Formerly known as the TVS-2MS, the upgraded aircraft is expected to receive certification later in 2026 after the Siberian Aeronautical Research Institute (SibNIA) was officially recognized as the aircraft’s developer. The regulatory breakthrough enables SibNIA to oversee future modifications and support the aircraft throughout its operational life, breathing fresh life into one of Russia’s most enduring aviation programs.
The renewed emphasis on the An-2MS-X comes despite Russia’s parallel efforts to introduce the LMS-901 Baikal as the An-2’s eventual successor. While Baikal remains the long-term replacement, hundreds of An-2 airframes remain available for restoration and modernization, making the upgraded biplane an attractive solution for regional operators in the years ahead.
A Legendary Aircraft That Refuses to Disappear
Few aircraft have enjoyed the longevity of the Antonov An-2. Built in large numbers for the Soviet Union, with production continuing for decades in Poland, the rugged utility biplane became a workhorse for passenger transport, agriculture, cargo operations, and remote regional connectivity. Even today, large numbers of the aircraft remain in storage or limited service across Russia.
Rather than retiring these airframes, Russian aviation companies have repeatedly explored methods to extend their service life. Many modernization projects have appeared over the past three decades, reflecting both the aircraft’s exceptional design and the challenges of replacing it with an entirely new platform.
From TVS-2MS to An-2MS-X
One of the most successful modernization initiatives emerged during the 2010s when engineers at the Siberian Aeronautical Research Institute, better known as SibNIA, developed the TVS-2MS.
Unlike earlier modifications that retained the original radial piston engine, the TVS-2MS replaced it with the American-built Honeywell TPE331-12UAN turboprop. Combined with modern avionics and improved flight systems, the aircraft delivered significantly better fuel efficiency, reliability, and operational performance.
The modernization gradually became Russia’s preferred upgrade package for the An-2, but regulatory hurdles prevented it from reaching its full potential. For years, SibNIA lacked official recognition as the aircraft’s design organization, limiting its ability to certify further enhancements or fully support operators.
That changed on July 3, 2026, when Russia’s aviation authorities officially recognized SibNIA as the developer responsible for the aircraft under a reissued type certificate. The milestone immediately revived interest in the modernization program, which is now expected to carry the designation An-2MS-X.
What the An-2MS-X Will Offer
The newly designated An-2MS-X is intended to bring the legendary biplane much closer to modern aviation standards while preserving the rugged characteristics that have made it indispensable in remote regions.
Among the planned improvements is a fully integrated glass cockpit, replacing traditional analog instruments with modern digital flight displays. Updated flight management and control systems are also expected to enhance operational efficiency and reduce pilot workload.
The aircraft may also acquire additional fuel tanks to extend its operating range, improving it suited for serving isolated communities across Russia’s vast territory. Passenger accommodation is expected to increase to up to 12 passengers, enhancing the aircraft’s utility for regional airlines and charter operators.
Certification of the An-2MS-X is currently targeted for autumn 2026, paving the way for expanded deployment if operator demand materializes.
The Engine Problem Still Has No Perfect Solution
While avionics and systems upgrades are relatively straightforward, the engine remains the greatest challenge facing the An-2MS-X program.
The original Ash-62IR radial piston engine uses B-91 aviation gasoline, a fuel that has become increasingly expensive and difficult to source. The Honeywell TPE331-12UAN addressed this issue by operating on widely available TS-1 aviation kerosene while offering improved efficiency and lower operating costs.
However, the geopolitical realities of recent years have made dependence on an American engine increasingly problematic. Procuring new engines, obtaining spare parts, and ensuring long-term maintenance support have all become more complicated.
Searching for a Russian Replacement
The engine debate has generated substantial debate within Russia’s aviation industry.
Some commentators have proposed reviving older Soviet turboprop designs such as the TVD-10B, while others have suggested reproducing the American Honeywell engine domestically. Critics argue that both approaches overlook earlier achievements, including the An-3T, which successfully used the more capable TVD-20 engine during the 1990s.
For many industry observers, the most promising long-term solution lies in the development of the VK-1600S turboprop. If successfully certified and produced in sufficient quantities, the engine could provide the An-2MS-X with a fully domestic powerplant capable of replacing the imported Honeywell engine.
For now, however, the VK-1600S remains under development, and its induction into service has yet to be confirmed.
Can the Modernization Business Succeed?
The commercial outlook for the An-2MS-X is encouraging but far from guaranteed.
Optimistic estimates suggest that as many as 700 An-2 aircraft remain in varying states of preservation throughout Russia. More conservative assessments place the number between 200 and 300 airframes, which still represents a huge fleet with modernization potential.
Yet converting those aircraft into An-2MS-X variants requires major investment.
According to official figures, Rusaviaprom, the company responsible for carrying out TVS-2MS conversions, has completed only about 30 modernized aircraft during nearly 15 years of operation. Those figures suggest that while technical interest exists, demand for comprehensive modernization remains relatively limited.
Simple restoration work appears to attract stronger interest. SibNIA reports that during 2024, flightworthiness was restored for 16 An-2 aircraft, demonstrating that many operators prefer returning existing aircraft to service rather than investing in costly upgrades.
Complementing Rather Than Replacing Baikal
Although the An-2MS-X has regained momentum, it is not intended to replace the LMS-901 Baikal.
Instead, both aircraft are likely to coexist for years. Once serial production expands and costs become more competitive, Baikal is expected to become Russia’s next-generation light utility aircraft. Until then, the An-2MS-X offers operators a practical way to extend the service life of existing aircraft while benefiting from modern avionics, improved efficiency, and updated systems.
Given the size of Russia’s remote aviation network, both aircraft could ultimately serve distinct segments of the market rather than compete directly.
A Practical Path Forward
The revival of the An-2MS-X reflects the realities confronting Russian regional aviation. While the development of a new aircraft is a lengthy process, the modernization of existing airframes provides a faster and potentially less costly alternative.
