Russia’s Il-78MK-90A aerial refueling aircraft has emerged as one of the most closely watched platforms in discussions surrounding future aviation cooperation between Moscow and Jakarta. According to recent defence reports, the aircraft has attracted Indonesian attention as the country continues modernizing its air force and expanding its long-range operational capabilities across one of the world’s largest maritime territories. The Il-78MK-90A is the export version of Russia’s newest aerial tanker, derived from the extensively modernized Il-76MD-90. The Il-78MK-90A is a strategic airlifter that combines aerial refueling and heavy transport capabilities in a single platform.
If Indonesia signs a firm procurement contract for the Il-78MK-90A, it would become the first confirmed export customer for this specific aircraft variant.
Indonesia’s Expanding Strategic Requirements
Indonesia occupies a uniquely challenging strategic position. Stretching across more than 17,000 islands over nearly 5,000 kilometers from west to east, the country stands astride some of the world’s busiest maritime routes, including the Malacca, Sunda, and Lombok Straits. Protecting this vast archipelago requires aircraft capable of remaining airborne for extended periods without returning to base for refueling.
As Jakarta shifts its defence posture toward greater deterrence in the Indo-Pacific, aerial refueling has become increasingly important. Indonesia has embarked on one of Southeast Asia’s most ambitious military modernization programs, acquiring new fighter aircraft, transport planes, surveillance assets, and helicopters designed to increase operational reach across the country’s enormous maritime domain.
The Capabilities of the Il-78MK-90A
The Il-78MK-90A represents Russia’s latest generation of tanker aircraft and integrates many improvements over earlier Il-78 variants. Powered by four PS-90A-76 turbofan engines, the aircraft reaches speeds of approximately 850 km/h, has a maximum launch weight of around 210 tonnes, and can transfer up to 78 tonnes of fuel during aerial refueling missions depending on mission profile and operating conditions.
The Il-78MK-90A can refuel up to three aircraft simultaneously while airborne. It achieves this feat using three UPAZ-1M hose-and-drogue refueling pods.
Indonesia’s Existing Tanker Fleet
Historically, the Indonesian Air Force (TNI-AU) has operated only limited aerial refueling capability. For decades, its principal tanker asset was the aging KC-130B Hercules, which provided aerial refueling support primarily for transport aircraft and helicopters. While effective in its function, the KC-130B lacks the fuel offload capacity and range required to support modern high-performance fighter operations over vast maritime distances.
Indonesia has recently begun introducing the Airbus A400M in a tanker transport configuration. The A400M significantly enhances both strategic airlift and aerial refueling capabilities, but it remains a medium-sized platform. While highly versatile, it cannot match the fuel capacity, payload, or strategic endurance offered by larger heavy tankers such as the Il-78MK-90A or Airbus A330 MRTT.
The Capabilities of the Il-78MK-90A
Indonesia’s expanding fighter fleet makes aerial refueling increasingly valuable. The country has ordered Dassault Rafale multirole fighters, which are completely compatible with probe-and-drogue aerial refueling systems. These aircraft are expected to perform long-range air defence, maritime strike, and strategic deterrence missions across Indonesia’s extensive territory.
The existing fleet of Su-27SKM and Su-30MK2 fighters, both supplied by Russia, include an aerial refueling capability.
Indonesia continues evaluating additional sophisticated fighter aircraft as part of its long-term modernization strategy. Regardless of the final mix of aircraft, the growing number of long-range combat platforms will inevitably increase demand for dedicated aerial refueling assets.
Competition in the Global Tanker Market
Indonesia’s tanker requirements have historically been predicated on Western platforms, with a particular emphasis on the Airbus A330 MRTT and, to a lesser extent, the Boeing KC-46 Pegasus. The A330 MRTT was chosen as the preferred aircraft in 2023, and the A400M MRTT is currently being inducted to provide tactical transport and limited refueling capability. The introduction of the Il-78MK-90A by Russia introduces a new heavyweight contender into the competition, potentially providing Jakarta with an additional option as it expands its long-range air power capabilities.
Why the Il-78MK-90A Could Appeal to Indonesia
One of the Il-78MK-90A’s biggest advantages is its ability to combine strategic transport and aerial refueling capabilities within a single heavy platform. Indonesia often conducts military logistics missions, personnel deployments, humanitarian assistance, and disaster relief operations across thousands of islands. A dual-role aircraft that can transport heavy cargo and serve as an aerial tanker could substantially enhance operational flexibility and simplify the fleet.
Additionally, the aircraft is inherently compatible with Indonesia’s current Sukhoi fighters, which are manufactured in Russia. Integration could be simpler than the introduction of a new tanker ecosystem, as both the Su-27SKM and Su-30MK2 already employ compatible aerial refueling systems.
The aircraft’s capacity to facilitate operations throughout Indonesia’s extensive maritime domain is equally critical. Sustained airborne presence is necessary for long-range surveillance in the Indian Ocean, eastern Indonesia, the South China Sea, and the Natuna Islands. Fighter aircraft would be able to conduct extended patrols, reach distant operational areas without intermediate landings, or remain on station for an extended period without the need for intermediate landings if a heavy tanker is capable of transferring large quantities of fuel.
Strategic Implications Beyond the Aircraft
The strategic implications of any Indonesian decision concerning aerial refueling aircraft extend beyond technical specifications. Jakarta has consistently pursued a diversified defense procurement strategy, procuring military equipment from countries such as the United States, France, South Korea, Turkey, Europe, and Russia, rather than relying on a single supplier. Indonesia’s overarching objective of preserving strategic autonomy while acquiring capabilities that are tailored to its distinctive geographic and operational needs is therefore consistent with the evaluation of the Il-78MK-90A.
One reality is becoming increasingly apparent, regardless of whether Indonesia ultimately chooses to expand its existing Western fleet or acquire Russia’s latest tanker. Aerial refueling is transitioning from a specialized capability to an indispensable element of national air power as the Indonesian Air Force continues to evolve into a modern force that can operate across one of the world’s largest archipelagos. The capability to deploy fighter aircraft over thousands of kilometers without landing could be as critical as the fighters themselves, rendering platforms such as the Il-78MK-90A essential to the nation’s future military strategy.
