“Arab Vision” for Gaza Peace: Ceasefire, Israeli Pullout, Palestinian State, Regional Security Pact and No Hamas  

The London-based Arab publication Al Majalla reports that a new plan to end the war in the Gaza Strip consists of three stages: a temporary truce, a ceasefire, a hostage exchange, and humanitarian aid. Subsequently, the withdrawal of Israeli troops from residential areas begins, and finally, their complete withdrawal from the Gaza Strip.

It is important to mention that the ambitious plan includes the commencement of the process of rebuilding Gaza, which has been completely destroyed, as well as regional efforts to “prevent the rearmament” of Hamas. This process is expected to take 3-5 years and will be conducted under the supervision of the United States, Egypt, Qatar, and the United Nations.

Israel made minor modifications to the proposed agreement, which now offers “flexibility” in terms of the number of live hostages that must be released during the initial phase, as per several sources. Qatar and Egypt were sent the partially modified version; however, it is important to note that Hamas has not yet received it.

Nevertheless, intermediaries observe that the current situation, which is characterized by Israel’s attack on Rafah, is different from the situation before its invasion when it accepted an armistice proposal on May 5. Hamas has since captured more Israeli soldiers during the most recent military operation against Jabalia, the largest refugee camp in Gaza, which is situated in the northern region of the enclave.

Al Majalla previously published the text of the “Arab vision,” which was presented to US Secretary of State Antony Blinken and other international representatives and structures a few weeks ago. This vision outlined a plan to resolve the Palestinian issue, which included establishing control over border crossings, deploying international peacekeeping and support forces, and providing support from Arab countries. The plan started with a ceasefire in Gaza. This culminates in recognizing a Palestinian state within the context of a “two-state solution.”

The document defines the “Arab vision” of how to conclude the conflict in Gaza and achieve a final settlement. It also addresses the establishment of a “regional security structure to ensure the safety of both Palestine and Israel with the participation of the United States and other partners, including Arab states, Israel, and Palestine.”

Hamas, the Islamist organization that has governed the Gaza Strip since 2007, is not mentioned in the proposal. Instead, it suggests that the Palestinian Authority and its institutions be returned to Gaza with “international and Arab support.”
