The revival of Tu-214 production in Kazan has reached another important stage, with another newly built aircraft transferred to the flight-test station of the Kazan Aviation Plant named after S.P. Gorbunov, a branch of Tupolev. The aircraft is intended for the Ministry of Emergency Situations in Russia, as reported by Business Online. However, Tupolev has not officially identified the customer.
The aircraft is the third new Tu-214 to reach the flight-testing stage during the current production cycle. The aircraft is expected to serve as a specialized aircraft for the emergency services of Russia, as per industry sources.
The aircraft may be associated with a contract that was executed on December 29, 2022. The contract is valued at approximately 9.8 billion rubles, as indicated by the information published on Russia’s government procurement portal. This implies that the aircraft is being built as a specialized aircraft for a government customer, rather than as a conventional passenger airliner for an airline.
Aircraft Designed for Medical Evacuation
A standard passenger configuration is significantly different from the Tu-214 that is intended for the Emergency Ministry. The aircraft is equipped with a dedicated communications unit and an upgraded comfort cabin, as per the available information. It has been engineered with the ability to be adapted for medical evacuation missions.
This implies that the aircraft will not be restricted to the transportation of personnel or the execution of conventional transport missions. It can be reconfigured to provide medical assistance and transport patients while airborne if necessary.
For the Emergency Ministry, which routinely operates over long distances and in situations where conventional transportation infrastructure may be unavailable or disrupted, such a configuration could be particularly beneficial. The aircraft is capable of conducting long-distance missions throughout Russia and potentially beyond its borders, as it has a stated range of approximately 7,300 kilometers.
The emergence of a specialized Tu-214 also demonstrates that the revived program is developing along several tracks simultaneously. While the aircraft is being prepared for a return to commercial passenger operations, the Kazan facility continues to fulfill government and specialized orders.
Kazan Could Deliver Two Passenger Tu-214s in a Single Year
The next major milestone will be the aircraft’s first flight. Business Online cites sources in Russia’s aviation industry who expect that the Tu-214 for the Emergency Ministry will be operational in 2026. The aircraft could be delivered to its customer by the end of the year if the flight-test program proceeds without significant delays.
That would be a significant production accomplishment for the Kazan Aviation Plant. For the first time in many years, the plant could deliver two passenger-category Tu-214 aircraft to customers within a single year if the aircraft is delivered as intended.
The first newly built aircraft from the current production revival flew in December 2025. Subsequently, it was delivered to Sogaz in May 2026. Kazan had previously developed a specialized Tu-214 for the Ministry of Industry and Trade of Russia. Consequently, the Emergency Ministry aircraft maintains the trend of delivering its first aircraft from the revived production program to government and corporate customers.
Nevertheless, the current progress must be evaluated in the context of the much more ambitious objectives for Russia’s aviation industry. Industry officials have indicated that the production of four Tu-214 aircraft in 2026 and eight in 2027 will likely rise, with additional production increases anticipated in the future. Tupolev has disclosed that the 2026 production plan comprises four aircraft, while eight aircraft are slated to commence production in 2027. However, the immediate plans have been presented with a greater degree of caution.
Commercial Tu-214 Deliveries Expected From 2027
Production operations are ongoing in Kazan. Another Tu-214 is currently in final assembly, and another aircraft is undergoing component or aggregate assembly, according to Tupolev. The customers of these aircraft have not yet been publicly disclosed.
The most important transition is expected in 2027, when the Kazan plant is scheduled to begin delivering aircraft for commercial airline operations. A firm contract for 11 Tu-214 aircraft for commercial operators has been previously reported by United Aircraft Corporation, with Red Wings believed to be the initial recipient.
Nevertheless, the present production structure serves as an illustration of the challenging transition from the construction of individual specialized aircraft to sustained series production. Although the pace is progressively increasing, industry sources have reported that the plant’s actual production rate remains significantly below the ambitious targets announced for the program.
Kazan Plant Undergoing Major Modernization
At the same time, the large-scale modernization of the Kazan Aviation Plant is continuing. Rustam Minnikhanov, the President of Tatarstan, stated in September that the enterprise had already received an investment of approximately 60 billion rubles. Alexander Kurenkov, the Emergency Situations Minister of Russia, visited the plant during the same period. During his visit, he was shown the Tu-214 production facilities and the flight-test station.
This makes the latest Emergency Ministry aircraft significant not simply as an individual delivery, but also as another indication that the modernized Kazan plant is gradually progressing through the production and testing stages of additional aircraft.
The central question now is not whether Tu-214 production is continuing, but rather how rapidly it can transition from a series of specialized aircraft to a consistent production cycle.
