The domestic civil aviation strategy of Russia is currently experiencing an uncommon phase. Not only is the nation determining which aircraft should replace Boeing and Airbus in its airline fleets, but it is also determining which factories should produce those aircraft, at what scale, and under whose industrial control.
The MC-21-310 and the Kazan Aviation Plant, the primary production base of Tupolev’s Tu-214, have recently become the focal point of this tension. A proposal that Kazan’s modernized facilities could potentially be adapted for MC-21 production has generated a severe response from figures associated with Tupolev.
At first, this appears to be a competition between two Russian aircraft. In reality, the dispute is evolving into a much more extensive debate regarding the future structure of Russian civil aviation, industrial priorities, and production capacity.
The Kazan Question
The Kazan Aviation Plant’s modernization was not exclusively for the Tu-214, as stated by Deputy Industry and Trade Minister Gennady Abramenkov, which sparked an immediate controversy. The upgraded facilities could theoretically be reconfigured for serial production of another type if demand for another aircraft, such as the MC-21, became sufficiently high.
That statement is important because Kazan is not simply a commercial aircraft factory waiting for a new product. It is presently responsible for several major responsibilities and is central to the Tupolev organization. The facility is also engaged in the deep modernization of Tu-160M strategic bombers, in addition to the Tu-214 program.
For Tupolev, therefore, the suggestion that Kazan could eventually become an MC-21 production centre touches directly on the future of the Tu-214 programme.
Stanislav Ryzhakov, the former director of Tupolev’s Ulyanovsk branch, contended that Tupolev would not voluntarily assume responsibility for MC-21 production. He proposed that the decision to build the MC-21 would ultimately need to be made by a higher authority rather than the company itself, if Kazan were ever required to do so.
Two Industrial Philosophies, Two Aircraft
The Tu-214 and MC-21 occupy overlapping but not identical positions. The MC-21 was designed as a newer-generation narrow-body aircraft to compete in the same broad market occupied by aircraft such as the Airbus A320 family, whereas the Tu-214 is an evolution of the Soviet-era Tu-204 family.
This distinction matters. The two programs are not required to eliminate one another. Russia could conceivably operate both, with the Tu-214 occupying a slightly heavier and potentially longer-range segment and the MC-21 targeting the core of the modern single-aisle market.
However, the issue arises when the availability of government resources and production capacity is restricted.
Kazan is expected to achieve a production rate of up to 20 aircraft per year for the Tu-214. In the interim, the Irkutsk Aviation Plant is in the process of preparing the MC-21 for a significantly larger production program. Irkutsk is expected to eventually accommodate approximately 36 aircraft per year, according to current plans.
That difference illustrates why the argument is ultimately about scale.
MC-21 Is Building Momentum
The MC-21 has recently reached an important milestone. The maiden flight of the first serial production, fully import-substituted MC-21-310 from Irkutsk, was accomplished in August. During the evaluation of its Russian systems and flight characteristics, the aircraft flew for 1 hour and 23 minutes, reaching a height of 6,000 meters and a speed of approximately 600 km/h.
The production milestone was presented as evidence that the manufacturing chain is transitioning to serial production, and the aircraft is propelled by the Russian PD-14 engine.
However, the program continues to undergo certification. Russian officials have stated that approximately half of the certification flight program has been finalized, with the commencement of regular deliveries and certification anticipated for 2027–2028.
More importantly, the MC-21 now has a substantial potential production pipeline. Aeroflot has already contracted for 18 aircraft and is currently in the process of negotiating an additional order for 90. Irkutsk and its industrial partners may require predictable long-term workloads from that second batch.
Tu-214 Has a Different Problem
The Tu-214 faces almost the opposite challenge. Although it has a mature airframe, an established production base, and a factory that is currently undergoing modernization, its production rate remains relatively low.
The Kazan facility is aiming to produce as many as 20 Tu-214s annually; however, there are concerns regarding the program’s ability to break free from the cycle of small-scale production. The plant’s duty is further complicated by its defense obligations.
This results in a strategic decision-making dilemma. This investment must be justified by a sufficient number of orders if Russia intends to invest significantly in Kazan to increase Tu-214 production. However, the same upgraded industrial infrastructure could become attractive for the newer aircraft if demand for the MC-21 increases significantly.
Why Kazan Cannot Simply Switch Aircraft
Another significant complication is that the transition from Tu-214 to MC-21 production would not be as straightforwardas simply replacingg one aircraft with another on an existing assembly line.
The production of MC-21 aircraft could not be started overnight by the current Tu-214 final-assembly line. A substantial reconstruction would be necessary, whereas machinery used for component manufacturing could potentially be more readily adapted through new control programs and tooling.
Therefore, the more logical course of action would be to build a dedicated production line rather than dismantling the Tu-214 line if Russia ultimately desired a second MC-21 final-assembly center in Kazan.
A project of this nature would necessitate years, as opposed to months. That is, the current dispute is less about an imminent transfer of production and more about the control of future industrial capacity.
A Rivalry That May Benefit Both Aircraft
Ironically, the rivalry could ultimately strengthen both programmes.
In order to justify its development and achieve economic efficiency, the MC-21 requires high-volume production. To maintain the industrial expertise that Kazan has acquired, the Tu-214 requires a consistent customer base and a production rate that is sufficiently high.
Russia therefore has an incentive not to allow either programme to collapse into permanent low-rate production.
The true test will be whether Moscow can maintain distinct production strategies while using its industrial base in a flexible manner. A second line could be justified if the demand for MC-21 ultimately exceeds Irkutsk’s capacity. If Tu-214 orders continue to be robust, it would be contrary to industrial logic to relocate Kazan from the aircraft.
Therefore, the current conflict between the MC-21 and the Tu-214 is not a battle to determine the aircraft that will survive. This is a conflict regarding the organization of Russia’s civil aircraft manufacturing infrastructure over the next several decades.
And that may prove to be the most consequential rivalry of all.
