Russia’s Professor Molchanov Held in Arctic Port as Ukraine Pursues $4.22 Billion

Russia's Arctic research ship Professor Molchanov has been detained in Svalbard as Ukraine’s Naftogaz moves to enforce a $4.22 billion arbitration award against Moscow. But the vessel at the heart of the dispute is no ordinary ship: built in Finland in the Soviet era, ice-strengthened and designed for long Arctic expeditions, it has spent decades supporting Russia’s scientific and logistical presence in the Far North.

The Russian research vessel Professor Molchanov has found itself at the center of an unusual international dispute after Norwegian authorities detained it in the port of Barentsburg on Svalbard. Formally, the case is not directly related to a new military operation or sanctions measure; rather, it is an interim legal measure that is associated with an arbitration award that seeks to recover approximately $4.22 billion from Russia by Ukrainian state-owned company Naftogaz.

Yet the vessel itself is a story worth examining. The Professor Molchanov is a research vessel that was built in Finland during the early 1980s by the Soviet Union for use in harsh polar environments. It transitioned from a specialized scientific platform to a multipurpose expedition vessel over the course of its extensive career. It has also become a significant component of Russia’s presence on Svalbard in recent years.

A Ship Built in Finland for the Soviet Arctic

The history of Professor Molchanov begins at the Finnish shipyard Laivateollisuus in Turku. The vessel, which is a member of the Akademik Shuleykin class, was constructed in 1982 under Project 637 after being cast down in December 1981. The year of construction is cited as 1983 in certain Russian official sources, which appears to correspond with the vessel’s actual entry into service. Its construction number was 344.

Therefore, the vessel serves as an intriguing illustration of Soviet-Finnish industrial collaboration during the Cold War. The Finnish shipbuilding industry had a wealth of experience in the construction of specialized vessels for the Soviet Union, including those that were intended for operations in northern waters.

The vessel was named in honor of Pavel Molchanov, a Russian and Soviet meteorologist who was a pioneer in aerological science and the inventor of the world’s first radiosonde. The name is especially fitting for a vessel that would dedicate decades to the exploration of the oceans and atmosphere.

More Than an Old Ship: A Specialized Scientific Platform

The Professor Molchanov is very different from an ordinary cargo or passenger vessel. Its initial objective was to conduct a thorough investigation of the ocean, atmosphere, and polar regions.

The ship has been used for polar and oceanographic research since 1991, as per the Federal Service for Hydrometeorology and Environmental Monitoring of Russia, or Roshydromet. It participated in a variety of scientific expeditions, including significant hydrological expeditions, during the Soviet and post-Soviet eras.

It conducted research in the Barents, Norwegian, and Greenland Seas, as well as other northern waters. The vessel was intended to provide assistance to scientists who were working in remote locations without access to conventional infrastructure for extended periods.

That mission is reflected in its configuration. The vessel is capable of operating autonomously for extended periods and is equipped with specialized laboratories. According to Roshydromet, Professor Molchanov is entitled to a maximum of 70 days of autonomy.

This is a substantial capability for a vessel that is approximately 71 meters in length. This endurance enables it to conduct expeditions that are remote from ports and logistical facilities, which is especially crucial in the Arctic, where the rapidly changing weather and vast distances can make resupply challenging.

Propulsion and Dimensions

The Professor Molchanov is approximately 71.06 meters in length and 12.8 meters in width, as per Russian sources. Its gross tonnage is approximately 1,753 tons, and its displacement is approximately 2,141 tons. Its deadweight is estimated to be over 700 tons by specialized maritime databases.

The ship’s Soviet-era origins are also evident in the propulsion system. Two diesel engines, each of which generates approximately 1.15 MW, are listed in maritime databases, resulting in a total installed power of approximately 2.3 MW for the vessel.

Depending on the specific technical reference and operational conditions, its maximum speed is reported by various sources to be approximately 10–14 knots.

This is not a speedster that can travel across the ocean. The vessel’s primary objective was to ensure reliability, endurance, and operation in northern waters, rather than to achieve high speeds.

Ice Protection: The Key Arctic Advantage

Professor Molchanov’s ice-strengthened hull is one of its most notable features. Its ice class is classified as Arc 5 in Russian sources, whereas maritime registers employ more detailed classifications for its ice reinforcement.

This is the reason why the vessel is particularly well-suited for operations in the vicinity of Svalbard. Its operating characteristics and vessel design enable it to navigate waters that would be significantly more restrictive for a typical passenger or cargo ship.

Nevertheless, it would be inaccurate to refer to it as an icebreaker. The Professor Molchanov is a research vessel that has been ice-strengthened to operate in Arctic waters. It is not a heavy icebreaker that can carve channels through thick, multiyear ice for other vessels.

From Scientific Expeditions to Svalbard

In 2011, the Northern Department for Hydrometeorology and Environmental Monitoring, which is a division of Roshydromet, assumed responsibility for Professor Molchanov.

Subsequently, its function expanded beyond conventional scientific expeditions. Starting in 2012, the vessel was involved in the Arctic Floating University program, which integrated educational expeditions with scientific research. Research was conducted directly in Arctic waters by scientists and students.

The ship gradually acquired an additional expedition and cruise function. Its design enabled the integration of scientific research with the transportation of cargo, equipment, and people.

The Professor Molchanov’s regular voyages between Murmansk and Barentsburg, Russia’s settlement on Svalbard, began in June 2025, and this capability became particularly significant.

In 2026, ten round journeys were scheduled. The Arktikugol state trust employed the vessel to transport scientists, employees, tourists, food supplies, and technical cargo.

Why the Detention Is So Sensitive

It is this new role that explains the political importance of the incident.

Russia maintains activities on Svalbard under the special international legal regime that governs the archipelago, and Barentsburg is the center of its economic and scientific presence.

Following an application by Naftogaz, the Nord-Troms and Senja District Court ordered the vessel’s detention on August 31, 2026. The Governor of Svalbard enforced the order on September 2, thereby preventing the ship from departing Barentsburg.

The Ukrainian company attributes the action to an arbitration ruling that mandates Russia to pay approximately $4.22 billion, in addition to interest and legal expenses, for the loss of Naftogaz assets in Crimea.

However, Russia disputes the legal foundation of these claims and does not acknowledge the arbitration tribunal’s jurisdiction.

The Russian government has declared its intention to contest the detention. Alexei Chekunkov, the Minister for the Development of the Far East and Arctic, declared that the crew was unharmed and that Russian attorneys would pursue the vessel’s release. To dispute the detention, the Russian Foreign Ministry also summoned Norway’s ambassador.

From Research Vessel to Symbol of a New Arctic Confrontation

The paradox is that the Professor Molchanov is neither the largest nor the most valuable Russian vessel operating in the Arctic. Conceived during the Soviet era and constructed in Finland, it is a specialized vessel that is nearly 44 years old.

However, its combination of ice-strengthened construction, long endurance, scientific equipment, and cargo and passenger capacity has rendered it particularly advantageous for Russia’s Arctic operations.

Now the vessel has become entangled in a much larger dispute.

Its narrative demonstrates the unexpected strategic significance that aging specialized ships can acquire. Initially, they are utilized as instruments for the exploration of inaccessible regions. Then, they serve as logistical connections that sustain isolated settlements. And ultimately, they may become objects in international legal and geopolitical disputes.

The symbolism is especially startling for Professor Molchanov.

The vessel was utilized for decades to conduct research on the northern oceans. It has since become a component of one of the most closely monitored political and legal disputes in the Arctic.
