Russia-Belarus Chip Alliance Takes Shape: The Companies Building a New Semiconductor Chain

Russia and Belarus are moving to integrate their microelectronics industries, but the real story lies in the companies and technologies already working together. From Belarus’s Integral and Planar to Russia’s Micron and its semiconductor ecosystem, the two countries are assembling a domestic chip-and-equipment supply chain. The emerging partnership could combine Belarusian semiconductor design and precision equipment expertise with Russia’s manufacturing capacity, investment, and huge industrial market—potentially creating a far more self-reliant Union State electronics industry.

Russia and Belarus are currently engaged in discussions regarding the further integration of their microelectronics industries. The two nations have been collaborating for years and already have complementary companies, research centers, manufacturing facilities, and technological competencies. The new goal is to more systematically integrate these capabilities.

Belarus provides Russia with a valuable asset: a seasoned semiconductor and electronic-component manufacturing base, as well as specialized equipment for microelectronics production. In contrast, Russia boasts a significantly larger industrial market, investment capacity, semiconductor production facilities, and a comprehensive network of electronics companies and research institutions.

The combination has the potential to establish a domestic technology chain that is significantly more comprehensive than either country could independently construct.

Integral Is the Core of Belarusian Semiconductor Manufacturing

Integral, a semiconductor and integrated-circuit manufacturer headquartered in Minsk, is the epicenter of Belarus’s microelectronics sector. The company is not merely an electronics assembly company. It is capable of producing and developing semiconductor devices, integrated circuits, and other electronic components.

Integral’s significance to Russia is illustrated by the fact that its products have already been integrated into the supply chains of Russian high-technology and industrial sectors. The company has also established a substantial portfolio of semiconductor products that can serve as a foundation for future Russian-Belarusian collaboration.

One particularly interesting feature of the existing relationship is that Russia has already reproduced a number of integral-designed components. Micron, a Russian company, reproduced 42 types of the 65 standard-series 1533 logic microcircuits that were originally developed at Integral, according to industry specialists. In the same vein, Micron replicated 21 of the 31 varieties in an additional Integral-developed series.

Integral’s designs have also been implemented by other Russian manufacturers. For instance, Angstrem has manufactured microcircuits from a series that was initially developed by the Belarusian company.

Micron Can Provide the Russian Manufacturing Platform

Micron, a semiconductor manufacturer located in Zelenograd and a member of the Element group, is one of the most significant potential partners on the Russian side.

Hundreds of varieties of integrated circuits are produced by Micron for a wide range of applications, including automotive electronics, RFID, identification systems, secure documents, power management, and industrial applications. The company’s serial production capabilities extend to 90-nanometer technology. This establishes an apparent opportunity for collaboration with Integral.

Consequently, the two parties could pursue a paradigm in which Russian manufacturing lines are adapted to Belarusian designs and technological know-how, and Russian production capacity is used to scale products for the much larger Russian market.

In fact, this is already partly happening. The replication of integral-developed microcircuits by Micron and other Russian manufacturers demonstrates that technical compatibility and technology transfer mechanisms already exist, rather than being a theoretical possibility.

Planar Provides Something Even More Difficult to Replace

Integral is only half of the Belarusian equation. Planar, a Belarusian scientific and production holding that specializes in precision electronic machinery, is another company that is of particular significance.

Planar is a company that specializes in the development and production of highly specialized technological apparatus that is utilized in the production of microelectronics and radioelectronics. Its portfolio includes optomechanical, assembly, inspection, and measurement equipment.

Semiconductor sovereignty necessitates more than semiconductor factories, which is why that capability is strategically significant. A country may have a chip-production facility but still be reliant on foreign suppliers for the specialized machinery necessary to manufacture, assemble, and test electronic components.

Planar gives the Union State an indigenous equipment-development capability.

Its importance is already recognized by Russian industry. In 2025, an agreement was signed between Planar, the Zelenograd Nanotechnology Center, and Micron to collaborate on electronic machinery and materials for electronic machinery.

That creates another practical triangle: Planar has the capacity to create specialized production equipment, Russian companies can incorporate it into domestic manufacturing, and semiconductor manufacturers like Micron and Integral can supply the end-user requirements.

Russian Research Centres Can Connect the Two Systems

The potential cooperation also extends beyond commercial companies.

Russian and Belarusian research institutions have maintained scientific links for decades. Joint research initiatives that include semiconductor technologies, materials, radiation-resistant electronics, electronic machinery, and other domains have been the subject of discussion between the two nations.

The Russian Academy of Sciences has specifically emphasized its collaboration with both Integral and Planar. Since the 1990s, Russian scientists have collaborated with Planar, and new collaborative initiatives have been established for electronics applications, including space technology, that involve Integral technologies.

The presence of research institutions on both sides is crucial because microelectronics moves quickly. Although established components can be manufactured on existing production lines, technological independence ultimately necessitates the capacity to create new processes, materials, circuit designs, and manufacturing equipment.

Power Electronics Is Another Immediate Area

There is also a growing opportunity in power electronics.

Rosatom’s Belarusian operation, Rusatom Bel, executed an agreement with Rosatom’s NPO Luch and Integral in September 2025 to collaborate on power electronics projects. The Belarusian semiconductor industry is brought into direct contact with another significant Russian technological organization as a result of this collaboration.

Power electronics is of particular significance due to its location at the intersection of heavy industry and microelectronics. Electric actuators, industrial equipment, energy systems, transport, automation, and numerous other applications necessitate power semiconductor devices.

This offers the Russian-Belarusian partnership a market that is significantly more extensive than consumer electronics.

The Existing Network Is Already Larger Than Two Companies

Integral and Planar are the most obvious Belarusian anchors, but they should not be viewed in isolation.

Specialized research organizations, design centers, and other enterprises that can contribute to materials science, semiconductor design, precision engineering, and testing are also included in the Belarusian electronics sector.

On the Russian side, the potential network includes the Zelenograd Nanotechnology Center, NII ME, Angstrem, Micron, and other semiconductor and electronic-equipment organizations.

This is important because modern microelectronics is an ecosystem. In order to achieve success in the semiconductor industry, it is essential for designers, wafer-processing facilities, equipment manufacturers, materials suppliers, packaging and testing capabilities, and research institutions to collaborate.

The most interesting possibility is therefore not the creation of a single enormous Russian-Belarusian semiconductor plant.

It is specialization.

Integral could focus on specific component families and semiconductor technologies, Planar could provide specialized manufacturing equipment, Belarusian research organizations could work on materials and design, and Russian companies could provide additional fabrication, packaging, testing, investment, and access to a much larger market, rather than both countries attempting to build identical capabilities.

Equipment can be subject to the same principle. Planar is not required to replace all foreign semiconductor equipment manufacturers. It can concentrate on specialized machines in which it already has expertise, while Russian research and manufacturing organizations contribute complementary technologies.

From Political Agreement to Industrial Integration

The political discussions between Lukashenko, Putin, and the Russian government are of paramount importance, as they have the potential to establish a framework for the expansion of existing collaboration.

The critical inquiry pertains to the events that transpire beneath the presidential level.

The next phase could involve the integration of these separate relationships into a unified industrial framework.

If that happens, Russia and Belarus would not be merely trading electronic components with one another. They could start the process of dividing the semiconductor value chain between complementary industrial bases.

The groundwork for collaboration is already in place. The current challenge is to establish a unified technology ecosystem that can produce a greater quantity of the electronics, components, and manufacturing equipment that the two countries presently rely on external sources. This ecosystem should include Integral, Planar, Micron, Russian research centers, and other companies.
