Russia’s domestically produced Il-114-300 regional turboprop has entered another crucial phase of its certification campaign, this time focusing on one of the most demanding operating environments found across Eurasia. On July 28, the experimental aircraft, registration 54116, departed Zhukovsky Airport near Moscow and completed a non-stop flight to Bukhara, Uzbekistan, where it will continue additional certification trials aimed at expanding its approved operating envelope for high-temperature conditions.
The aircraft departed Zhukovsky at 04:15 UTC and landed in Bukhara at 10:20 UTC, concluding a journey of approximately 2,650 kilometers in just over five hours. While the flight itself marked another successful demonstration of the aircraft’s endurance, its true significance lies in the testing campaign that now begins under some of Central Asia’s hottest summer conditions.
Why Bukhara Was Chosen
Bukhara offers an ideal natural laboratory for aircraft certification. Located in Uzbekistan’s desert region, the city experiences a dry continental climate characterized by extremely low humidity, intense solar radiation, and prolonged periods of temperatures exceeding 40°C during summer.
At the time of the aircraft’s arrival, daytime temperatures hovered around 40°C, with weather forecasts predicting 40–41°C over the following days. Such conditions place considerable stress on aircraft systems, including engines, avionics, environmental control systems, hydraulic components, electrical equipment, and braking systems.
Unlike artificially created laboratory environments, testing in Bukhara exposes the aircraft to actual operational conditions that pilots and airlines may encounter throughout Central Asia and southern Russia.
The objective of the campaign is to demonstrate that the Il-114-300 can safely operate in sustained extreme heat while maintaining required performance margins during takeoff, climb, cruise, landing, and ground operations.
Expanding the Aircraft’s Certified Operating Envelope
When the Il-114-300 received its updated Type Certificate, the authorized operating conditions were intentionally conservative. The aircraft is presently certified for outside air temperatures ranging from –9°C to +25°C.
Similarly, operations are currently limited to airports located between 300 meters below sea level and 1,000 meters above sea level, while geographical operations are restricted to latitudes up to ±70 degrees.
These limitations are common during initial certification. Aircraft manufacturers often obtain certification using a narrower operational envelope before progressively expanding it through supplementary flight-test campaigns.
The current hot-weather trials in Uzbekistan represent one of several planned certification expansions. Once completed, the collected data will be submitted to Aviatsregistr Rossii (Russia’s Aviation Register), which can then approve amendments to the aircraft’s Type Certificate Data Sheet. These revisions will officially authorize operation under increased ambient temperatures.
According to Ilyushin Managing Director Daniil Brenerman, the summer 2026 campaign expressly targets the removal of high-temperature operational restrictions.
More Certification Milestones Ahead
High-temperature testing is only one stage of a broader certification roadmap for the Il-114-300.
Later in the summer and early autumn, the aircraft is scheduled to conduct operations from unpaved and gravel runways. These tests are intended to certify the aircraft for use at remote and partially prepared airfields, an essential capability for regional aviation across Russia and neighboring countries where modern paved airports remain limited.
The aircraft must also demonstrate compliance with ICAO Category II landing standards, facilitating precision approaches in poor visibility. Category II certification allows aircraft to continue approaches under significantly lower cloud ceilings and reduced runway visual range than standard instrument approaches.
Together, these additional approvals will make the Il-114-300 substantially more versatile for year-round regional operations.
Why Heat Certification Matters Commercially
Certification is often viewed as a regulatory exercise, but in commercial aviation it has direct implications for aircraft sales.
Airlines cannot legally operate an aircraft outside its certified performance envelope. Even if an aircraft is technically capable of flying in temperatures exceeding 40°C, operators require official certification before scheduling commercial flights under such conditions.
For airlines evaluating fleet purchases, certification therefore becomes a key element of risk assessment.
By removing temperature restrictions, Russia significantly broadens the number of airports and regions where the Il-114-300 can be marketed without operational limitations.
This is particularly essential because many prospective export customers operate in climates that regularly experience summer temperatures well above 35°C.
A Strong Fit for Central Asian Markets
Among the Commonwealth of Independent States (CIS), several countries share climatic conditions remarkably similar to those found in Bukhara.
Uzbekistan itself experiences prolonged periods of extreme heat, particularly in cities such as Bukhara, Navoi, Termez, and Karshi, where summer temperatures often exceed 40°C.
Kazakhstan presents another significant opportunity. While northern Kazakhstan has colder climates, southern cities including Shymkent, Turkistan, Kyzylorda, and Taraz regularly experience temperatures approaching or exceeding 40°C. Many regional airports also operate under arid, dusty conditions similar to those in Uzbekistan.
Turkmenistan is among the hottest countries in Central Asia. Airports at Ashgabat, Mary, Turkmenabat, and regions surrounding the Karakum Desert routinely experience summer temperatures above 45°C.
Tajikistan combines extreme temperatures with mountainous terrain. Lowland airports become exceptionally hot during summer while airports in higher elevations require aircraft capable of operating under challenging “hot-and-high” conditions where engine performance naturally declines.
While Kyrgyzstan experiences more moderate average temperatures, southern regions, such as Osh, can still become extremely sweltering during the summer months, despite operating at higher elevations.
In addition to Central Asia, the prolonged periods of high temperatures in southern Russia, which encompasses Astrakhan, Volgograd, Dagestan, Kalmykia, and parts of the North Caucasus, render expanded certification equally beneficial for domestic operators.
Collectively, these regions span five CIS countries—Uzbekistan, Kazakhstan, Turkmenistan, Tajikistan, and Kyrgyzstan—where the aircraft’s commercial appeal could be significantly improved by high-temperature certification.
Rugged aircraft are required at regional airports
There are numerous airports in Central Asia that exhibit substantial differences from major international hubs.
Regional infrastructure often includes older terminal facilities, seasonal dust storms, limited ground support equipment, and shorter runways. Despite the challenging environmental conditions, certain airports provide reliable year-round connectivity to isolated communities.
The Il-114-300 has been specifically engineered for this particular mission. Due to its high-wing configuration, comparatively low operating costs, and planned certification for unpaved runways, the aircraft is well-suited for underserved regional networks. Additionally, it is equipped with twin TV7-117ST-01 turboprop engines.
Turboprops of this scale can frequently offer a more cost-effective service than larger regional jets for airlines that operate routes with relatively low passenger demand, while still being able to access smaller airports.
Assisting Russia’s Regional Aviation Strategy
The Il-114-300 becomes increasingly appealing to Russian regional airlines and neighboring countries that are in search of modern turboprop aircraft that can operate in a variety of climates and infrastructure conditions as operational restrictions are gradually removed, such as temperature limits, unpaved runway operations, and low-visibility landings.
Successful completion of the Bukhara trials would advance the Il-114-300 from newly certified with operational restrictions to a mature regional platform capable of thriving in challenging Eurasian environments. These certifications enhance the aircraft’s competitiveness in a market where environmental adaptability is frequently as critical as passenger capacity or fuel efficiency, thereby reducing operational uncertainty and expanding the range of missions the aircraft can confidently undertake for potential customers in Central Asia and the broader CIS.
