The Tu-214 still has significant room for improvement, particularly when it comes to weight, according to Stanislav Ryzhakov, former director of Tupolev’s Ulyanovsk branch. Ryzhakov contended in an interview with Business Online that the Russian government’s revived Tu-214 program should not just concentrate on expanding production, but also on improving the aircraft’s capabilities.
His most immediate recommendation is straightforward: reduce the aircraft’s weight.
Ryzhakov is of the opinion that the Tu-214 has the potential to shed a minimum of three tons and a maximum of five tons. He contends that it would be relatively straightforward to remove approximately 1.5 tons, while additional reductions would necessitate more extensive engineering and manufacturing efforts.
He references the Tu-204 family, which was previously in existence, as evidence that it was feasible to achieve significant weight reductions. Ryzhakov anticipated that the Tu-204SM’s weight could be reduced by approximately two tons through developments in manufacturing technology, while the Tu-204-300 could have been reduced by a minimum of three tons. According to him, the takeaway is that weight reduction is feasible—but only if engineers and manufacturers intentionally pursue it.
Rather than treating the aircraft as a fixed design, Ryzhakov believes that this should be a component of the broader endeavor to modernize the Tu-214.
Production Is the Other Major Challenge
The weight issue comes as Russia attempts to increase production of the Tu-214 at the Kazan Aircraft Plant. Ryzhakov is of the opinion that the difficulty in achieving higher production rates is not simply a problem with the aircraft itself but with the organisation of manufacturing.
He argues that Kazan must evaluate its planning system and implement modifications to its production process. His assessment indicated that a substantial workforce expansion would be one of the most critical requirements.
According to Ryzhakov, the program would require a twofold increase in the number of employees, resulting in an estimated 7,000–8,000 workers, in order to attain a substantially higher output.
This comparison is founded on his experiences at Ulyanovsk. The production plan for the Tu-204 in that location was approximately 20 aircraft per year; however, the actual production rate was seven to eight aircraft per year.
The Tu-214 Is Closely Linked to the Tu-204
Ryzhakov’s involvement with the program dates back to the Tu-204’s inception. The aircraft’s inaugural flight occurred on January 2, 1989, following the start of design work in 1983. Its inaugural passenger flight transpired on February 23, 1996.
The Kazan branch of Tupolev was involved in the aircraft’s development during the mid-1980s. The design was still in the process of evolving at that time, and it was originally intended to be a three-engine aircraft. However, the configuration that ultimately evolved into the Tu-204 emerged around 1987.
Ryzhakov was subsequently relocated to Ulyanovsk to supervise the production of the new passenger aircraft. He recollects being particularly impressed by the newly built facility, which boasted advanced composite-production capabilities and expansive workshops.
How the Tu-204-200 Became the Tu-214
The aircraft that later became the Tu-214 originated as the Tu-204-200. In 1987, documentation for the Tu-204 was received by Ulyanovsk, and documentation for the Tu-204-200 was received approximately two years later.
The main difference was the increased fuel capacity, which was largely consistent with the underlying design. According to Ryzhakov, the Tu-204 and Tu-204-200 shared approximately 80% of their design.
However, as Kazan’s production capacity deteriorated, the decision was made to transfer the programme there. Ryzhakov finds the transfer to be comprehensible in light of the circumstances, but he is of the opinion that the production could have been expedited by simultaneously using both Ulyanovsk and Kazan.
The subsequent decision to rename the aircraft Tu-214 also created additional work. Treating it as a new type necessitated additional technological validation, certification, and documentation. In Ryzhakov’s assessment, this consumed valuable time.
The Tu-204 Had More Operational Potential Than Critics Claimed
Ryzhakov is equally critical of the way the Tu-204 was treated by Russia’s civil aviation industry.
He recalls that the necessity of a large number of Tu-204s was questioned by Aeroflot, as used Western aircraft were progressively entering the Russian market. Ryzhakov contends that the domestic aircraft were portrayed as inferior, despite having demonstrated significant operational capabilities.
Several Russian airlines were reported to have operated their Tu-204s extensively, with some aircraft accumulating 350–400 flight hours per month. Six Tu-204s were used by Vladivostok Avia for nonstop flights that spanned 7,000–8,500 kilometers. The airline expressed interest in acquiring additional aircraft.
Ryzhakov contends that the Tu-204’s primary issue was not its design or range, but rather the Russian aviation industry’s inability to maintain a dependable supply system for components and spares at the time.
He is of the opinion that the subsequent cessation of domestic aircraft acquisitions was a direct factor in the collapse of Russia’s civil aircraft manufacturing sector. He believed that the process was intentional rather than the result of a simple misunderstanding.
The Tu-204SM Was Another Missed Opportunity
The Tu-204SM represented an attempt to solve many of the problems surrounding the earlier aircraft. The program aimed to replace equipment, improve fuel efficiency, and implement a cockpit that was significantly more modern.
The aircraft’s inaugural flight occurred on December 29, 2010. The flight crew was reduced to two individuals, and the aircraft was equipped with digital controls, automated flight-engineer functions, and digital fault reporting. It had a range of approximately 7,500 kilometers with 210 passengers.
Ryzhakov also asserted that the PS-90A2 engine was an improvement over its predecessor. However, the engine and inertial-navigation-system development were not completed to the desired level due to a lack of funding.
The aircraft was never put into serial production, despite the completion of certification work. Ryzhakov asserts that suitable simulator infrastructure either existed or could have been upgraded relatively quickly, despite the fact that arguments were raised regarding pilot training.
He considers the termination of the Tu-204SM programme a major mistake, describing it as an act of “sabotage.”
What the Tu-214 Can Still Inherit
Ryzhakov nevertheless believes that the work conducted on the Tu-204SM was not wasted. He contends that the Tu-214 can ultimately incorporate some of the developments.
This is why he sees the current Tu-214 programme as more than simply a return to an old aircraft. The design has the potential to be improved, particularly through the implementation of modernization and weight reduction.
He also believes that Tupolev’s Kazan design branch could be instrumental in that process, despite the uncertainty surrounding its future location.
A Longer-Term Bet on the Tu-214
In particular, Ryzhakov is skeptical of the MC-21’s capacity to satisfy all of Russia’s requirements, as he believes that its maximum range of approximately 3,800 kilometers is inadequate for the country’s requirements.
He therefore expects the Tu-214 to retain demand, especially if its production problems can be solved and its design further improved.
His evaluation ultimately boils down to two obstacles: expediting the production process and reducing the weight of the aircraft. In his opinion, the Tu-214 has the potential to reduce its weight by several tons while simultaneously leveraging the technological advancements that were achieved during the Tu-204SM program.
However, this will necessitate more than simply rebooting an assembly line. A sustained modernization effort will necessitate the collaboration of engineers, laborers, production planners, and the design bureau. According to Ryzhakov, the Tu-204’s history illustrates the potential of Russia’s domestic airliner program and the repercussions of neglecting to develop it when the opportunity was present.
