The Tu-214 program in Russia is currently undergoing one of its most critical and challenging phases of development. The aircraft is no longer just a project that aims to reinstate a domestic medium-haul airliner in commercial aviation. At present, the main obstacle is to convert the S.P. Gorbunov Kazan Aviation Plant’s production process into a dependable serial manufacturing system that can manufacture many aircraft annually.
In this context, the potential partnership with S7 Airlines is of particular significance. In February 2026, a memorandum was signed by the State Transport Leasing Company, S7 Group, and the United Aircraft Corporation to discuss the potential delivery of up to 100 Tu-214 aircraft. Serial deliveries are due to start in 2029. Nevertheless, it was obvious by the summer that the aircraft would require additional modernization in order to transition from a memorandum to a firm contract.
The Key Question: What Will the S7 Tu-214 Look Like?
The potential S7 deal is of major importance to the program, as it pertains to a fleet of up to 100 Tu-214s, rather than merely a few aircraft. A large commercial airline order could provide the Kazan plant with a long-term production horizon, as Russia is gradually planning to increase Tu-214 production to considerably higher rates.
However, S7 is not simply prepared to accept the aircraft in its current configuration. The airline desires a version that is much more in accordance with the operational philosophy of contemporary foreign medium-haul aircraft.
One of the key issues is the cockpit crew. The current configuration of the Tu-214 employs a three-person flight crew, which includes a flight engineer. For modern commercial operations, this creates additional costs and organisational complications. Therefore, the S7 seeks a transition to a two-person cockpit, which will consist of a commander and first officer.
Anton Alikhanov, the Minister of Industry and Trade, confirmed in July that S7 had submitted such a request. It is expected that developers will modernize the aircraft and automate functions that were previously conducted by the flight engineer.
This issue has become one of the major factors determining the future of the potential contract. S7 is also interested in guaranties regarding the modernization schedule, reductions in aircraft idleness, and enhancements to the aircraft’s flight and operating characteristics, according to Kommersant. The airline has emphasized that negotiations are ongoing, and the technical specification and economic model are still being finalized.
From Memorandum to Actual Production
According to the February memorandum, the parties are expected to establish the final delivery schedules, volumes, and other critical terms of the agreement by the conclusion of 2026. It is expected that the airline’s requirements will be met by the aircraft designated for S7, which will feature a passenger configuration of up to 213 seats.
The State Transport Leasing Company is slated to act as the financial collaborator and customer in the arrangement, coordinating aircraft deliveries and providing financing. In contrast, S7 Group intends to directly contribute to the maintenance of the forthcoming fleet. S7 Technics would be responsible for maintenance, while S7 Training would offer training to ground personnel and flight crews.
This implies that the initiative is designed to establish a comprehensive operational ecosystem that revolves around the Tu-214, rather than merely involving the acquisition of aircraft.
But another major challenge remains: production rates.
Kazan Plant Must Dramatically Increase Output
The Tu-214 is produced at the S.P. Gorbunov Kazan Aviation Plant, a branch of Tupolev. Russian plans a gradual increase in production to approximately 20 aircraft annually. Nevertheless, the actual production rates have consistently fallen significantly short of the initial objectives.
According to reports, the Kazan plant assembled only one Tu-214 in 2024, while another aircraft was completed in 2025.
Consequently, the obstacle is not just the construction of an additional aircraft. Kazan must reorganize its manufacturing system to ensure that production is scalable, predictable, and repeatable.
This is the point at which companies that manufacture specialized industrial tooling become especially significant.
Forsh Expands Tooling Production for the Tu-214
Forsh, a company headquartered in Ulyanovsk, has increased its production of specialized tooling, dies, and large press molds for the aerospace and automotive sectors. Tooling necessary for the production of fuselage components for the passenger Tu-214 is one of its initiatives.
The company has commissioned a new machining center that is capable of processing components weighing as much as 30 tons and measuring up to 11 meters in length, in addition to increasing its production capacity by approximately 10%. The machining accuracy is specified as being as high as 0.025 mm.
Although it may seem like a minor detail in comparison to the aircraft itself, this infrastructure is essential for the expansion of aerospace manufacturing. Specialized tooling is necessary for the production of large structural components, and a lack of tooling capacity can impede the entire production process.
According to Dmitry Bobnev, the CEO of Forsh, the new equipment is operational 24/7. The expansion enables the company to simultaneously increase the production of tooling for the automotive industry and expand its capacity to fulfill orders from Russia’s aerospace sector.
Tu-214 Is Testing the Entire Industrial System
The Tu-214 program is making progress in multiple directions at once. The Tu-214 is modernizing for S7’s needs, while UAC refines the future version’s technical configuration, and the supporting industrial base expands.
But the central question remains: can Russia move from producing individual aircraft to stable serial manufacturing?
One of the primary factors driving that transition could be the potential S7 order for 100 aircraft. However, to achieve this, the Tu-214 must provide the airline with more than just domestic production. It requires a two-person cockpit, high reliability, acceptable delivery schedules, and competitive operating economics.
Thus, modernizing the Kazan Aviation Plant, expanding tooling production, and developing the aircraft are all part of the same challenge.
The next two to three years will be critical for the aviation industry in Russia. They will ascertain whether the Tu-214 will be mass-produced as a domestic medium-haul airliner or if it will continue to be an aircraft in transition.
